The Venezuelan city of Chacao is located in the metropolitan district of Caracas, in the Miranda State. It has a population of 61,529 inhabitants and a density of 4,733 inhab./km2 (2011 data).
The main economic activity of the city is in the services sector since it is one of the richest cities of the country, which has become a big financial hub of Venezuela, housing the offices of the most important companies in the country.

In 2006 the residents of Los Palos Grandes district asked the City Council the construction of a library -among other equipment-, becoming the heart of the area and a new public space conceived as a citizen meeting place for fostering knowledge.
